The Percentage of Income Payment Program (PIPP) May Be Able to Help!
The Percentage of Income Payment Plan (PIPP) helps eligible Appalachian Power Company (APCo/AEP) customers keep their electric service by setting monthly payments based on household income, rather than the total utility bill amount.
PIPP is available to households with incomes at or below 150% of the federal poverty guidelines and is designed to make electric bills more affordable year-round.
How PIPP Works
Under PIPP, participants pay a predictable monthly amount based on their income.
A PIPP participant’s monthly electric payment is the greater of:
- 10% of gross monthly household income if electricity is the primary heating source, or
- 6% of gross monthly household income if electricity is not the primary heating source
This structure helps households better manage their energy costs regardless of seasonal changes.
Benefits of Participating in PIPP
When a participant makes their required monthly payment on time and in full, they:
- Avoid accumulating new utility debt
- Receive reductions toward existing utility debt
Consistent payments help stabilize service and reduce long-term financial strain.

You may apply for PIPP by:
- Completing an online application through CommonHelp
- Submitting a paper application to your local Department of Social Services
