Fostering FUTURES

Are you turning 18 and wondering what comes next?

Do you want to stay with your foster family a little longer, go to college or vocational school, or work toward living independently—but with some extra support along the way?

The Virginia Department of Social Services understands that many young adults who are not in foster care can rely on family support well into early adulthood. Fostering Futures is designed to offer that same kind of support to young people who have been in foster care.

What Is Fostering Futures?

Fostering Futures is a voluntary foster care program for young adults ages 18 through 21 who were in foster care when they turned 18.

Through this program, your local Department of Social Services (LDSS) can provide continued financial assistance, guidance, and services to help you successfully transition into adulthood.

What Can Fostering Futures Help With?

Housing Support

Fostering Futures may help cover:

• Continued placement with your foster parents
• Room and board while attending college or vocational school
• Rent or supervised independent living arrangements when you are ready

Independent Living Support

Support may also include:

• Groceries, clothing, and transportation
• Child care or other supports, if needed
• Ongoing guidance from a foster care worker to help you meet your goals

Who Is Eligible?

You may be eligible for Fostering Futures if:

• You turned 18 on or after July 1, 2016, while in foster care, or
• You turned 18 while in a DJJ facility but were in foster care when you entered

Eligibility is determined by your local Department of Social Services.

What Is Expected of Me?

Participants in Fostering Futures agree to:

• Attend school, vocational training, or work
• Continue working with a foster care worker
• Participate in creating and following a transition plan
• Sign a Voluntary Continuing Services and Support Agreement (VCSSA)
• Attend required court hearings, reviews, and case planning meetings

The program is designed to support you—but your participation and commitment matter.

How Do I Apply?

You may apply for Fostering Futures any time between ages 18 and 21.

• Before turning 18: Talk with your foster care worker and begin planning early
• After turning 18: If you have left foster care, contact your local Department of Social Services and ask to speak with your former foster care worker or another representative about Fostering Futures

What If I Change My Mind?

You have options:

• If you didn’t apply at 18, you can still apply any time before turning 21
• If you participated and later exited the program, you may request re-entry before age 21
• If you are enrolled and decide the program is not right for you, you may leave at any time
